Can Jamaican benefit from this decision?

I have since been informed that if Jamaica has settled this deal with China to help it write off its IMF debt, then it puts Jamaica in good stead. Let's hope this is the reason for signing on the dotted line because, otherwise, Jamaica will forever be a debt slave!
